GAMBIA: Government Launches National Digital Identity System, Begins Issuing Biometric ECOWAS ID Cards

The Government of The Gambia on Tuesday launched the National Identity Management System (NIMS), a landmark digital identity platform that officials say will transform public service delivery, strengthen national security, and modernize the country’s system of identifying citizens.

President Adama Barrow, who officially inaugurated the initiative, announced that Gambians aged 18 years and above can now register and receive a biometric ECOWAS National Identity Card on the spot.

The new biometric card, valid for 10 years, is expected to facilitate travel within the ECOWAS sub-region while providing citizens with easier access to government and private-sector services.

Officials described the National Identity Management System as a major step in the government’s digital transformation agenda, replacing fragmented identity databases with a single, secure national identity platform capable of supporting public administration, economic planning, and crime prevention.

Speaking at the launch, President Barrow said every Gambian will now be assigned a unique digital identity, enabling government institutions to deliver services more efficiently while improving national planning through more accurate and reliable data.

“A trusted national identity system is a fundamental responsibility of a sovereign state,” the president said, adding that the platform will reduce duplication, eliminate administrative inefficiencies, and strengthen governance across public institutions.

He also emphasized that ownership of citizens’ personal data would remain with the country.

“The identity of Gambians belongs to The Gambia. Every item of data collected remains the property of the Government and people of The Gambia,” President Barrow said.

The system was developed by Margins ID Systems Application Limited, a leading African digital identity technology company.

Its Chief Executive Officer, Moses Baiden, said the platform incorporates advanced biometric technology designed to protect citizens against identity theft and fraud while enabling governments to deliver services more efficiently.

According to Baiden, the digital identity infrastructure will support sectors including social protection, financial services, border security, healthcare, education, taxation, national planning, and crime prevention.

He said countries across Africa that have adopted integrated digital identity systems are already experiencing significant gains in economic productivity, financial inclusion, and public service delivery.

Director General of the ICT Agency, Professor Abdou Karim Jallow, speaking on behalf of the Ministry of Communications and Digital Economy, described the launch as The Gambia’s first comprehensive national digital identity ecosystem.

He said the platform allows independent government databases to securely exchange verified information without compromising their autonomy, creating greater interoperability across public institutions.

“Digital identity is much more than a physical identity card,” Prof. Jallow said. “It is a secure and trusted digital representation of an individual that enables electronic identification, authentication, and verification across both public and private services.”

He noted that reliable identity management is essential for effective governance because it enables governments to accurately identify citizens, improve planning, reduce fraud, and deliver services more efficiently.

The National Identity Management System is one of the government’s flagship digital transformation projects and is expected to play a central role in modernizing public administration, strengthening security systems, expanding digital services, and promoting inclusive national development.
