    GAMBIA: NAWEC Staff Cry Out about Nepotism and Potential Corruption in Hiring the Procurement Manager.

    Open Gambia Platform received allegations of Nepotism and the potential for corruption in the recent hiring of a procurement manager, who was handpicked by the Director of Finance ( Mr Cham), replacing the senior procurement manager ( Kainding Sambou) who fell out with the new managing director, Gallo Saidy, after the conflict of interest sage involving the MD’s wife at Nawec. NAWEC Management terminated Sambous’s services shortly afterwards.

    The staff alleged that the vacant senior procurement manager position had been formally advertised, and three people applied for it. Still, according to management, none of the three interviewees had the qualifications. Mr Cham, a former employee of BloomBank who NAWEC recently appointed as Director of Finance without advertising the positions, took the opportunity to bring in his former colleague, his best friend Mr Abubacarr Mboob, as Senior Procurement Manager even though Mr Mboob has no qualifications or experience relevant to heading this critical position. Mr Mboob was a Treasury manager with Bloomsbank.

    Three months ago, Mr Cham also handpicked and appointed Mr Babucarr Secka as executive ex-treasury manager (Eco Bank). NAWEC is also advertising the Budget Manager position, which will likely be offered to Mr Cham’s chosen candidate from the banking sector or someone closely related to him.

    The staff further alleges that since Mr Cham assumed office as NAWEC Financial Director six months ago, he has been handpicking and appointing former banking colleagues, some suspected of being his close relative to mid-level positions in NAWEC’s financial division. This has undermined confidence in the workforce and has the potential to facilitate corruption involving the management of the Finance and Procurement functions.

    Furthermore, the staff alleged that DMD Edirissa Jarju is due to retire next February, and they suspect another ally of the Financial Director (Name withheld) is set to take over the position.

    The staff wonders if the Managing Director, Gallo Saidy, is conspiring with the Financial Director to staff the Corporation with their loyalists so they can have complete control of the finances and procurement process for their crooked personal interests.     The staff condemn the NAWEC Board of Directors’ continued failure to discharge their oversight responsibility; they seem to act as spectators rather than supervising the management in preventing another poor performance report and the total collapse of the Corporation.

    The staff is blowing the whistle to alert the board of directors and the SOE Commission to investigate hiring senior management staff without following the proper due process to avoid nepotism and the potential for fostering corruption.
