Ahmadou Alhaminou Mohamed Lo has been appointed Prime Minister of Senegal. At 60 years old, the economist and longtime public servant brings decades of experience in finance, banking, and public administration to the position. Since April 2024, he has been part of the government and widely regarded as one of the key figures behind the country’s new governance framework.
Mr. Lo began his academic journey at the Prytanée Militaire de Saint-Louis, where he graduated in 1985 with a scientific baccalaureate and finished top of his class with honors. He later studied economics at Cheikh Anta Diop University and earned a diploma in banking techniques from the West African Center for Banking Studies and Training in Dakar. In 2023, he expanded his expertise by completing an Executive Master’s degree in Islamic Finance at INCEIF University in Kuala Lumpur.
Most of his professional life was spent at the Central Bank of West African States (BCEAO), which he joined in 1987. Over the years, he steadily advanced through the institution, taking on increasingly important responsibilities. His career included leadership positions in treasury management, market operations, banking activities, and information systems.
He first served as Head of the Treasury Department and later led market operations before being appointed Director of Market Operations. He subsequently became Director of Banking Activities and Financing of Economies, then Director General of Organization and Information Systems. In December 2016, he was named National Director for Senegal, a role he combined with responsibilities as Advisor to the Governor beginning in May 2021. In February 2024, he joined the BCEAO’s General Secretariat in Dakar.
During his years at the central bank, Mr. Lo played an active role in several major financial initiatives involving the Senegalese state. He supported the country’s Eurobond issuances on international markets, worked on relations with rating agencies such as Standard & Poor’s and Moody’s, and contributed to discussions with the International Monetary Fund under the ISPE and ICPE programs.
He also helped organize partnerships between domestic banks and foreign investors involved in Senegal’s oil and gas sector. In addition, he coordinated initiatives between the BCEAO and the Islamic Development Bank aimed at expanding Islamic finance within the WAEMU region. His experience also includes participation in the ECOWAS single-currency roadmap and involvement in reforms of Senegal’s banking sector during the 1990s.
Alongside these responsibilities, he has represented the Chairman of the Board of Directors of the WAEMU Deposit Guarantee and Resolution Fund and served on the board of the Union’s Pension Fund for Senior Staff. He speaks both French and English fluently and is able to read Arabic.
Following the political transition, Mr. Lo entered government on April 5, 2024, as Minister Secretary General. In that role, he coordinated the work of ministries, oversaw the follow-up of presidential decisions, and helped establish the operational foundations of the new administration.
A year later, on April 30, 2025, he was appointed Minister of State and Minister to the Presidency in charge of supervising the “Senegal 2050” National Transformation Agenda. He became responsible for coordinating the program’s implementation, overseeing technical execution, and evaluating progress across government policies.
With his appointment as Prime Minister, the President has chosen a seasoned administrator and financial expert who has already played a central role in the country’s transition and in the implementation of Senegal’s long-term transformation strategy.
