GAMBIA: Government Revenue Reaches D33.1 Billion as Audit Rating Improves, Finance Minister Tells National Assembly

The Minister of Finance and Economic Affairs, Seedy Keita, has informed the National Assembly that government revenue reached D33.1 billion in 2025, while the country’s audit opinion improved from an adverse opinion to a qualified opinion, developments he described as significant milestones in strengthening public financial management and fiscal governance.

Minister Keita made the announcement on Tuesday while tabling the Auditor General’s Report on the Financial Statements of the Government of The Gambia and the accompanying Management Letter for the financial year ending 31 December 2025.

Presenting the government’s financial statements, the minister said total revenue amounted to D33.1 billion, representing 103 percent of the approved budget and reflecting stronger-than-expected revenue performance during the fiscal year.

According to the minister, tax revenue reached D23.1 billion, exceeding its target by achieving 109 percent of the budgeted amount and accounting for 81 percent of total domestic revenue. Non-tax revenue totaled D5.4 billion, while grants amounted to D4.6 billion, also surpassing budget projections.

On the expenditure side, government spending totaled D36.4 billion, broadly in line with the approved budget.

Keita told lawmakers that government operations accounted for D15.9 billion of total expenditure, while transfers to other government entities amounted to D6.7 billion. Capital expenditure stood at D2.2 billion, interest payments reached D5.9 billion, social benefits totaled D507.9 million, and other expenditures amounted to D5.1 billion.

He said the figures demonstrate the government’s continued efforts to strengthen domestic revenue mobilisation while maintaining prudent expenditure management.

“These results demonstrate the government’s continued commitment to fiscal discipline, stronger revenue mobilization, and prudent expenditure management,” the minister told the Assembly.

Keita also pointed out improvements in the government’s audit performance, noting that the audit opinion had shifted from an adverse opinion in previous years to a qualified opinion for the 2025 financial statements.

He expressed confidence that the progress would position the government to attain a clean, unqualified audit opinion in the near future.

“This improvement will be leveraged in the near term to graduate to a clean and unqualified opinion for the financial statements of the Government of The Gambia,” he said.
