GAMBIA: Barrow Keeps D3.06m Salary as Chief Justice Gets 27% Pay Rise

Share

President Adama Barrow’s annual base salary is set to remain at D3.06 million in 2027, while the Chief Justice’s base pay is projected to increase by 27.4 per cent to D1.2 million, according to the government’s proposed 2027 budget estimates.

The figures relate to base salaries and should be distinguished from allowances, which are listed separately in several sections of the budget.

The Chief Justice’s annual base salary will rise from D941,850 in 2026 to D1.2 million in 2027, an increase of D258,150. The estimates also list allowances totalling D1.36 million for the office, including D500,000 in responsibility allowance, D336,000 for housing and D144,000 for utilities.

If all the listed allowances are additional to the base salary and apply to the same officeholder for the full year, the identifiable annual package would amount to D2.56 million. The estimates should be checked to confirm that these allowances are payable in addition to the base salary.

The Vice President and Speaker of the National Assembly are each allocated an annual base salary of D1.8 million, unchanged from 2026. The 21 ministers listed in the estimates are budgeted at D780,000 each, equivalent to D65,000 a month before allowances.

At State House, the Chief of Staff’s annual base salary is D780,000, matching that of a Cabinet minister, while the Secretary to the Cabinet is allocated D744,720.

The Office of the President has 419 staff positions, with total salaries budgeted at D38.28 million, compared with D36.78 million in 2026. These figures represent the salary allocation for the office’s staff, not the President’s personal remuneration.

The President’s Household Division has 157 positions, with total salaries of D10.99 million, up 8.7 per cent. The division includes cooks, stewards, gardeners, nurses and maintenance workers.

Other presidential expenses appear under separate budget lines. Funding for presidential visits to the provinces is set to fall from D50 million to D40 million, while State House maintenance remains at D19 million. The allocation for maintaining the Vice President’s residence rises from D2.5 million to D5 million. These are institutional expenses, not personal salary payments.

At the National Assembly, the Speaker’s annual base salary remains D1.8 million. The estimates separately list a D360,000 responsibility allowance and a D240,000 professional allowance. If both are additional annual payments to the Speaker, the identifiable total would be D2.4 million, excluding other benefits.

The Deputy Speaker’s base salary is D1.26 million, with a separately listed responsibility allowance of D300,000. The Majority Leader’s base salary is D1.05 million, while the Minority Leader is allocated D994,500.

Some other parliamentary allowances cannot be attributed to individual officeholders because they are grouped together. These include D660,000 for residential expenses, D180,000 for robing and D108,000 for telephone costs, listed jointly for the Speaker and Deputy Speaker.

Total salaries for National Assembly members are budgeted at D50.54 million, unchanged from 2026. A separate allocation of D152.7 million covers allowances for lawmakers and the institution, up slightly from D152.2 million. This includes D34.8 million for basic car allowances, D22.26 million for constituency allowances and D10.08 million for house rent.

Among other senior officials, the Auditor General’s annual salary is budgeted at D2,105,104, slightly below D2,112,854 in 2026. The estimates also list separate salaries for the chairpersons of the Independent Electoral Commission and Public Service Commission, the Ombudsman, the Inspector General of Police and Permanent Secretaries.

The budget provides a clearer breakdown of base salaries than of total remuneration. Where allowances are pooled or benefits are not individually itemised, the estimates do not establish the exact amount an official will receive in total.

The distinction is important: a base salary is not necessarily an officeholder’s full compensation, while an institutional allocation for salaries, allowances or maintenance should not be mistaken for personal earnings.

Editorial caution: The allowance figures should be described as budgeted allocations, not confirmed payments received. Before publication, verify whether the Chief Justice’s D1.36 million and the Speaker’s D600,000 are additional to their base salaries and whether each amount applies exclusively to the named officeholder.
